In a series of incomplete and manipulative messages, which it revealed to Jews only, Israel's General Security Service (the Shabak) declared that Azmi Bishara had caused harm to state security in wartime, and should be brought to trial for treason. A majority of journalists and media outlets disseminated this message as is, even embellishing it. Politicians from both the right and left determined that Bishara had "crossed the line", and suggested myriad forms of punishment. Together they have created a public atmosphere which totally precludes a fair and reasonable debate regarding the accusations brought against Bishara by the Shabak.

Azmi Bishara should be considered innocent as he has not been found guilty by a court of law. In this regard, though, he is no different from Finance Minister Avraham Hirshzon or President Moshe Katzav. But Azmi Bishara will not be given a fair trial in Israel, since in addition to his alleged deeds, the goals he is struggling to achieve are considered illegitimate. In this respect his status is the same as any of Israeli's "Security Prisoners."

Azmi Bishara is different because he is an Israeli citizen who is being persecuted because of his political opinions and activism. First and foremost among these is his struggle to turn Israel into "a state of all of its citizens". The Shabak has taken over the authority - which it does not legally possess - to determine which opinions are illegitimate and which legal actions should be criminalized. Due to the influence Bishara's opinions enjoy among Palestinian citizens of Israel, the Shabak has declared that public a "strategic threat" to the state of Israel. In the name of such a concept the Shabak is mobilizing to suppress public organizing by Israeli citizens conducting a legitimate struggle, using civil tools within the framework of the law to change Israel's constitutional structure; that is what it means to struggle for "a state of all of its citizens".

We who have signed below have some degree of knowledge of the nature of the Shabak. A few of us know the Shabak at close quarters in a more intimate fashion, as it has been closely monitoring our intellectual and political activism. Most of us know the security service from further away, in a public manner, based on information from the press, but also on our willingness to listen to people who have undergone interrogation. We are aware of some of the Shabak's unacceptable practices and are appalled by the underlying ideology leading to the use of such methods. We are also well acquainted with the results of the trials initiated by the Shabak against Tali Fahima and Sheikh Ra'ed Salah, keeping in mind how the huge and threatening initial accusations shrank to utterly marginal infractions which would have been thrown out of court in a different political context. The accused paid a heavy personal price: Political persecution need not rely on successful court procedures. It thrives instead on spreading suspicion and innuendo.

We who have signed below also know something about Azmi Bishara, in a public or personal way. We have followed his intellectual and political activism, and are aware of his contribution to Israeli civil and political discourse. We hold him in high regard as a thinker, a political leader and an esteemed, prominent person.

Presently we have two stories to choose from regarding Azmi Bishara. There is the Shabak version and the version of Azmi Bishara himself, as related in an interview with the Lebanese newspaper Alakhbar. Within the existing political context, and in light of our knowledge of the two parties involved, we choose to believe Azmi Bishara. In a climate where public hatred against Bishara is fomented; when politicians and most media people adopt the Shabak's story uncritically, also adopting its language and the underlying mentality that guides it, we should wait for a court procedure to sort this out. Those who persecute Azmi Bishara are looking precisely for this suspension of judgment and exploit it in order to undermine the legitimacy of the man Azmi Bishara, his party, and the entire Palestinian public in Israel.

Our choice to believe Bishara is based on our political experience, on our communal memory, and on our commitment to a democratic process which allows freedom of expression and organizing to each and every citizen - regardless of nationality, religion, race, or gender. At a time such as this, it's not only important to believe Azmi Bishara: It is our political and moral obligation to publicize this choice to reject the Shabak's version of reality and believe Bishara.
