The opinion leaders’ survey conducted by the Development Studies Programme is considered the first of its kind in Palestine. It is the first in regard to its population and the issues approached. The survey is significant and important; it discusses issues representing scenarios and strategies for the current and future status of the Palestinian Territory. The survey lays a solid ground towards reading the Palestinian leaders’ approach, helping to understand the process of mobility and polarization of the Palestinian public in relation to the changing events on the ground.

During the month of February, the Israeli military demolished
homes in three Palestinian villages near settlement bypass road 317, in the
occupied West Bank.
The same fate it is being reserved for another 16 homes in three nearby
villages, which will be
demolished during March if the Israeli Supreme Court rejects the appeals.

In early January, the Civil Administration's Supreme Planning Council
approved the amended outline plan for the new neighborhood in the
Modi'in Illit settlement, which is located west of Ramallah. The
neighborhood lies completely on land belonging to the Palestinian
village of Bil'in , which lies to its east. In the early 1990s, most of
the land was declared "state land." Village residents appealed to the
Civil Administration's Appeals Committee, contending that the land was
privately owned.

On the tenth anniversary
of its founding, Adalah (The Legal Center for Arab Minority Rights in Israel) issued “The Democratic Constitution,” as a
constitutional proposal for the state of Israel based on the concept of a
democratic, bilingual, multicultural state. This proposed constitution draws on
universal principles and international conventions on human rights, the
experiences of nations and the constitutions of various democratic states.
