Last week’s fiercest winter storm to hit the Mideast in years unleashed deadly flash flooding throughout the West Bank. The Palestinian Defense Forces had to grapple with different difficulties and barriers.
Palestinian Captain Shoukat Sa'adah will talk about the obstacles and challenges that the Palestinian Civil Defense faced in last week’s snowstorm. The Palestinian Civil Defense confronted double obstacles; the frosty weather and lack of instruments and appropriate infrastructure rendered the necessary work much harder, whilst Israeli closure, control and limitation policies made the situation more dangerous. This lecture will bring out the deficiencies and alternatives methods and strategies adopted by the Civil Defence in this extreme case of emergency.
Shoukat Sa'adah, is the Training Manager of the Civil Defense Force of the Governorate of Bethlehem and Jerusalem. He has a BA in Management and Economics

The AIC is a joint Palestinian-Israeli activist organization engaged in dissemination of information, political advocacy and grassroots activism. The AICafè is a political and cultural café open on Tuesday and Saturday night from 7pm until 10pm. It is located in the Alternative Information Center in Beit Sahour, close to Suq Sha’ab (follow the sign to Jadal Center ). We have a small library with novels, political books and magazines. We also have a number of films in DVD copies and AIC publications which critically analyze both the Palestinian and Israeli societies as well as the conflict itself.
